The Comptroller’s Office ordered ICE and Jasec to annul a hydroelectric contract from 2011 worth millions. The plant was inaugurated in 2013. It had a cost of $188 million.
Without competition, a company founded by five former ICE officials was chosen to be the executing unit of the Toro III hydroelectric plant, in Marseille of Venice, San Carlos. It already received $4.4 million towards the project.
The firm is called Consultores en Infraestructura GIP Ltda. It was founded, in 2005, by former ICE officials, Julieta Bejarano, José Miguel Mena, Marco Jara, Álvaro Barrantes and Yury Briceño, who wanted to offer services for electrical infrastructure projects.
GIP will earn $60,000 per month during the pro-operational stage and $30,000 per month during the operational stage until June 2028.
