Protecting the Pilgrimage in Costa Rica

Pilgrims will soon be on their way to Cartago and unfortunately so will scammers. The police warn the faithful to make the journey without valuables and to keep phones and wallets in front bags.

There will by over 1,000 police, along with crossing guards, firefighters, the red cross, and transit police. Still, the authorities warn that they have been made aware of a plan to scam pilgrims.

There will be elderly people dressed in poor clothing pretending to be from far away and lost looking for an address. Be advised not to help anyone find an address. Instead, tell them to ask the police for help in order to avoid becoming a victim of robbery or assault. Stay on the main road in the company of others.

Last year, at least 30 complaints were received for crimes during the pilgrimage. The Ministry of Security is strengthening its forces for August 1-3 to protect the pilgrims. The police will be on bicycles, motorcycles and foot.

Telecommuting Debate in Costa Rica

Deputies have approved, in the first debate, a law to regulate teleworking conditions. It stipulates that the employer must ensure adequate conditions for the worker to perform their duties.

The conditions the employer is to provide include equipment, connections, programs and the cost of energy, to be agreed upon by both parties. In some cases, one may use their own computer.

The Government regulating teleworking is part of an initiative that will lead to more people working from home thus less people using cars and buses to get to work. It will aid in decreasing pollution and in decarbonization. It is estimated that this will reduce the traffic in the Greater Metropolitan Area by 24,000 vehicles a day and reduce the fuel consumed by 48 million liters a year.

It was estimated that at least half of the public labor force has the profile to work from home. The initiative will be a win-win situation which benefits employers, employees and even society and the environment.

The 9 Types of Hauntings

Aguas Eternas Offers Chirripó Lodging Discount in Costa Rica

There is room for 2,300 people at the shelter in Chirripó and due to low visitation this season, there is a promotion of 15% off per night for reservations booked by October 14 as well as transportation of two kilos in freight to the shelter for free.

The discount applies as long as you book for at least two people for a two to three night stay, according to the Aguas Eternas consortium which manages the services for visitors to the park.

This means a two night stay for a couple would by ¢72,000 instead of the usual ¢85,000. The rate includes food services. The couple would save further because they wouldn’t pay the ¢2,830 per kilo for transported cargo.

Eternal Waters is made up of community organizations. It provides lodging, food, supplies and equipment rentals. It benefits the local community with 82 jobs including carriers, administrators and cooks.

To register to visit the park go to https://serviciosenlinea.sinac.go.cr/ and then contact Aguas Eternas at 2742-5200 or info@chirripo.org to organize lodging, food, and hauling.

Man Fired After Throwing a Coin at Costa Rica President’s Car

The public official who threw a coin at Carlos Alvarado’s vehicle near the National Theater has been fired from his job as a graphic designer for the National Printing Office since it was determined by the Civil Service Court that this behavior is not acceptable for a person in public office.

His actions were confirmed by a witness as well as caught on video. A police officer saw him throw the coin and immediately arrested him. This happened on October 3, 2018 when there was a mob of trade unionists protesting tax reform.

His behavior compromises the image of the National Printing and goes against the ethics, morals and good customs expected of an official of the institution where he worked since 2009.

Last week, the same employee was released from going to trial for assault with a weapon since he paid the alleged victim, one of the president’s escorts, ¢100,000 and offered an apology.

Costa Rica Plantains at San Jose’s El Pata

The plantain, in just about any form, is among my favorite foods and it seems I’m not alone. El Pata is a restaurant in San José and Santa Ana that is impressing its guests with a menu entirely inspired by the plantain.

All of the typical menu items are recreated with plantain inspired flavors. Plantain patties take the place of bread for sandwiches and burgers. Dishes come with what looks like french fries but are actually plantain fries. And the desserts include plantain churros and plantain crêpes.

There are a total of over 50 dishes with this ingredient. Some favorites are the patapizza, patatacos, platalupas, and pataviche. The patacon that is made there costs only 250 colones and is thinner and less fatty than the traditional patacon we know.

The owners started with the fryer they got as a wedding gift and the business took off from there. They have dreams of streamlining the production and opening up more stores even in other countries.

Costa Rica Allergan Breast Implant Alert

Allergan breast implants have been recalled. The FDA removed them from the US market and the company voluntarily removed them from the worldwide market for the safety of their customers.

This implant seems to have caused lymphoma in 481 people. If anyone has had adverse effects from these breast implants they can alert the “Centro Nacional de Televigilancia” in the Ministry of Health in San José.

The Food and Drug Administration put out an alert since a global report determined that 481 of the 573 patients with large cell anaplastic lymphoma had the Biocell breast implants at the time of diagnosis.

Those who already have the implants should have regular check-ups and inform the staff of the implants so the exam is done correctly. The risk is considered low so it may not be necessary to remove the implants.

Taxis & Other Transportation Options in Costa Rica

While the only legal taxis are the red ones throughout the country and the orange ones near the airport, we all know about Uber and it’s much better prices in comparison. New players are also being added to the mix, such as InDriver and YBeeGo+.

Users prefer these new ways of transport because they are faster, cheaper and easier to solicit by cell phone apps. Additionally, they allow one to know the price before agreeing to the trip. InDriver even allows negotiation of the price.

The bill related to legalizing and regulating these forms of transport, presented in January, is more or less stalled. It could reach the Plenary of the Assembly in October or November.

On the other hand, a group of civilians of Consumers of Costa Rica presented another bill claiming that the Government’s bill does not benefit users of transport services. Deputies will decide when and how to handle this. In the meantime, we can expect more strikes by drivers of official taxis.

Miss Costa Rica Paola Chacón Apologizes for Comments

Our new Miss Costa Rica, Paola Chacón, crowned on July 19, has made a public apology for comments she made in a private audio that was leaked and spread around. In it she made comments about other contestants the night before the final competition.

In her defense, she intended it as a private conversation. She feels betrayed that they were made public but apologizes for the comments nonetheless. She does not plan on taking any legal action against those who leaked the audio.

Her focus now is to look toward the future and prepare to represent the country in Miss Universe. Those specific comments do not represent who she is normally. It was a mistake to speak like that and she has learned from this experience. She will go on to represent all the other girls like her, normal, hardworking girls who sometimes make mistakes.

“Now as Miss Costa Rica, I want to represent the simple, hardworking woman, who, despite the obstacles, struggles every day to move forward and fulfill what was proposed. I am a normal girl,” she explained.

Raid At Alcohol Factory in Costa Rica

The Fiscal Control Police found many types of liquors without sanitary registration or with expired sanitary records in Coronado. The Ministry of Health is investigating the factory.

Samples were sent to the Costa Rican Institute for Research and Teaching in Nutrition and Health to be analyzed to see if they contain methanol, an alcohol meant for refrigeration systems.

Alcohol with methanol has killed at least 20 people and hospitalized at least 45, including one foreigner and two seniors over age 70.

The public is warned not to drink Guaro Gran Apache, Aguardiente Estrella Roja, Guaro Montano, Aguardiente Barón Rojo, Aguardiente Timbuka, Aguardiente Molotov, or Aguardiente Sachetto until the health alert is lifted as well as to reported altered alcohol to 9-1-1.

Restoration of the Templo de San Blas in Nicoya Costa Rica

A colonial church called Templo de San Blas in Nicoya has lived through fires, tremors and earthquakes and the community thanks God for this special place. It also thanks the Government for a quick response in the most recent restoration following an earthquake.

The temple has been closed for almost seven years. President Carlos Alvarado was at the inauguration of the fully restored structure on this very special day, the 195th anniversary of the annexation of Guanacaste.

The historic structure was greatly damaged. It became home to fleas, cats, and bats. The homeless slept in its gardens.

The investment in the restoration was in three stages. ¢167 million was spent in 2015, ¢157 million in 2016, and ¢345 million this year.

The structure is now safe and ready for use. Many original features were restored, such as the flooring. Certain decorative elements were also rehabilitated. The walls were fixed using a beautiful ancient technique.

It was reopened with lighting in the design of the flag of Guanacaste and the flag of Costa Rica.

Going Freelance in the IT Sector? Here’s What You Need to Consider

While going freelance in some industries that are rapidly vanishing or changing can be incredibly challenging; going freelance in the IT sector can often promise a lot of security. After all, most people own a computer, and most businesses will need help with managing their day-to-day functionality. However, the IT sector is not without its risks and twists, and these are always good to be wary of. On top of setting your rates and buying your equipment, you will need to consider a few things about the industry.

You will need insurance

Everyone makes mistakes, whether they’re part of a bigger company or working on their own. The truth is that IT and tech contractors require tailored insurance to ensure that they are covered in the event of a mishap. Damage may come to office equipment or information could be lost. If you are unsure of what your insurance should be covering, contacting a provider such as Hiscox UK should help you find the correct insurance for your service. After all, when you’re generating your own source of income, any disruption to your cash flow can be incredibly stressful.

Your clients may ask for personal IT solutions

While most people use information technology of some description, whether it’s their iPhone, tablet or laptop, not everyone is confident in using it. While, as a contractor or freelance engineer, you may expect your work to begin and end with the business, some clients may ask for professional help on their devices. Depending on the client, it’s sometimes good to see this as a compliment and testament to your abilities. However, you may end up using your personal time to fix their equipment, and some clients may be cheeky enough to ask for this for free. While this is entirely up to you, it is good to set a precedent that personal help may come with a charge.

Don’t undervalue yourself

Knowing your true value as a technician or consultant is fundamental to feeling content in the income you’re receiving. Don’t discount your rate because you’re worried there might be technicians with more years behind them – figure out a rate that will cover your expenses, bills and lifestyle costs. It’s recommended that you start with your desired salary first and work out how much will be going on covering your business overheads.

Clients may be swayed by price

While your rates need to reflect your worth, sometimes you may need to push a hard bargain if you feel a client is worth keeping. Here’s the awkward factor about freelancing – you will have competitors, and sometimes you may have to one-up them. Sometimes clients are restricted by budgets, that they cannot help. For example, a school may be in desperate need of an IT technician, but know that they just do not have the budget for an expensive hourly rate. So, some freelancers have offered clients discounted bundles to keep the feeling of value for money.

There’s a bit of an art involved with striking a balance between setting your rates and appeasing clients who are after a bit of a bargain. However, ultimately, you are your own boss. The best thing you can do is keep your financial integrity, and keep your business as protected as much as possible to keep it on its feet.

How to Improve Your Writing Skills

Writing—supreme and artistic, inspiring awe and striking deep fear. Most probably, you think of writers as gifted people, born with a golden pen in hands, calmly embroidering thoughts to the melancholy rain sounds. The thing is, you didn’t notice years of painful work, full of rejection and fatigue behind what you call a masterpiece. They learned how to work, crawled from the basics, living on vague hope to be noticed. They are simple people like you, decided once to cope with their weaknesses. Today eduloh.com will help you to make same first steps towards desired perfection. First advice—forget about perfection.

Point #1: Writer Knows Everything

There are two rock bottoms of every writing, either it essay or fiction. First is material. Plot is essential, it’s your conversational point, and it need to be factually supported. Don’t dawdle to gather info for your writing, or you’ll be at risk to look amateur. Second thing is outline, indeed. Writer must always know, what they want to achieve. Plan leads you through the process like red thread, making work double easier. Take preparation seriously, it will make you a nice crutch.

Point #2: Every Writer is Maniac

Remember Whiplash? From this moment, you’re Andrew. You’re obsessed with your writings, you write every spare hour of your day. You think about writings as if you’re living on them. Sounds bizarre, but it is how it is. Ask every master you know: if you want to reach solid results, constant practice is the only way. If you’re too busy, take at least one hour, but devote it entirely to the work.

Point #3: Become Writers You Consume

You definitely have some beloved writers, which make you return repeatedly. Nice authors make news intriguing, boring facts tasty and simple stories overwhelming. Don’t hesitate to look like them! Compare their works, find catching turns of phrases, then—imitate and combine styles. I don’t want you to copy works unconsciously, just catch their tone. It will learn you to listen your inner author’s flair.

Point #4: Writer’s Harsher Critic

Did you noticed the demon, which sits inside your head and makes you throw away every single piece of paperwork? Well, this demon will come in handy. He’s not actually an evil being, in fact, he’s only pushing you to evolve. Listen to him and accept his revisions, because no work have ever become a masterpiece from the first attempt.

Point #5: Not Writer, But Human

Don’t forget your identity under the press of strict facts. Readers choose favorite authors, because they love their style. They appreciate truthful data, but also they do want to know your view about everything you shared. We care about things, because we need something to talk out. So what are you waiting for, give your readers a view point!

That’s all basics you need to know at the beginning. My final words to you—don’t be afraid to mess up. Writing isn’t like a dissection table—writing is just a writing! Try it from various angles, fall in love with the process, and be confident, because every devoted author finds their recognition.

Declaring Rental Tax in Costa Rica

The Treasury has various ways to declare rental tax. A guideline regarding this has been put out by the General Directorate of Taxation. Additionally, the Ministry of Finance is in a campaign to clarify the changes.

The situation of the rentals as well as the owners’ preference come into play when deciding which way to declare and pay tax on rentals. In most cases, it is paid monthly but some situations warrant deducting it from the annual declaration instead.

Both individuals and legal entities with income from real estate rentals must now pay tax of 15% on 85% of the total received. This includes rentals of premises, houses and buildings.

If a person has rentals that are linked to their primary business the rental income must be included in the total taxable income. The declaration must be submitted and paid monthly but than the 15% paid can be deducted at the end of the year. Any rentals not linked to the primary job are treated separately.

If a person or entity has only rentals and no other income they must pay 30% of all profits annually. This option is best for those with many deductible expenses. To qualify, there must be at least one formal employee.

Silencing Sexual Orientation in Costa Rica

The Deputy Nidia Céspedes wants to silence young people regarding their sexual orientation. She seems to believe that allowing them freedom is indoctrinating them and that if we restrict their freedom it will keep them from being who they are.

She proposed to change the wording of a bill that says “young people have the right to freely choose and express their sexual orientation and gender identity” to say that young people DO NOT have this right.

She also wants to take out the part about “for reasons of orientation and/or gender identity” from the phrase about how the State “will undertake to prevent and punish all forms of discrimination against young people for reasons of orientation and/or gender identity.”

Lastly, she wants to eliminate the phrase about the State promoting “education and awareness programs for young people regarding sexual orientation and identity.”

She knows these motions will never carry but submitted them to draw media attention and buy time to make an argument.

Horrid Working Conditions of Women in the Fishing Industry in Costa Rica

Ordinarily hard working men and women are turning to risky opportunities in order to feed their children. The economic situation in Puntarenas is terrible following the fall of the fishing industry.

Women in the area often worked 10 hour days peeling shrimp in deplorable conditions. They made only ¢5,000 daily but now that seems like a dream. They are waiting to be called and typically get no more than one day a week now. They avoid going to the bathroom during those ten hours in order to make as much money as possible for their families.

It was in 2013 whan Sala IV banned licenses for semi-industrial trawlers in order to keep the species from being lost and the ecosystem affected. This, however, came at a socioeconomic cost to the people. Before the vote, there were 44 vessels generating employment, and each one circulated about $1 million in the formal economy of the province every time it sailed. Today there are only three licensed boats. Two of the licenses expire in August and the third in September.

From 2013 to 2018, the number of fishermen from Puntarenas who ended up in prison tripled. 206 people from Puntarenas went to prison for drug trafficking in 2018. From 2015 to 2016, the number of women from the town reported as violators of the Psychotropic Law rose from 56 to 255.

Foreign Banks Opening Branches in Costa Rica?

In the first debate, deputies have approved the opening of branches of foreign banks in Costa Rica. This is a requirement to be allowed to incorporate the country into the Organization for Economic Cooperation and Development (OECD).

The reform of the Organic Law of the National Banking System had unanimous support among the 43 deputies. The issue will move on to the second debate on July 30.

Foreign banks were allowed before but only through a public limited company. The foreign company was therefore not able to help the subsidiary in any problems. A branch is where the parent company is inseparable and responsible for financial commitments regardless of location.

The process of entering the OECD started in 2013. 13 of 22 technical committees of the organization have admitted Costa Rica. To be approved by the rest, the country must make reforms in areas such as competition, anti-corruption, and banking, among others.

US Navy Hospital Ship Coming to Costa Rica

A US Navy hospital ship is on a nine month tour to help mainly Nicaraguan and Venezuelan refugees throughout Central America. It is going from country to country to provide humanitarian aid. It’s currently serving the community of Puntarenas, Costa Rica.

The ship has over 200 specialists and 50 assistants and nurses. They will provide free services in general and preventive medicine, dentistry, optometry, pediatrics, dermatology, women’s health and physical therapy.

Children watched and took photos as two helicopters moved medical supplies from the USNS Comfort, the hospital ship, to the Association of Pensioners of Puntarenas and the El Coloso gymnasium.

Over the next few days, 10,000 people will receive much needed medical care. The CCSS chose some patients to get surgery for cataracts. The USNS Comfort has 12 operating rooms and 1,000 beds for patients. It has a laboratory, radiology service, pharmacy, physical therapy unit, oxygen production plants, a burn unit, a sterilization center and four distillation plants to produce drinking water.

19 Deaths from Tainted Alcohol in Costa Rica

At least 13 criminal groups are behind the production of altered alcohol sold in bottles identical to the legal versions but tainted with methanol, an industrial alcohol responsible for 34 hospitalizations and 19 deaths.

In some areas, one can buy three bottles of this falsified liquor for ¢1,000, a very attractive offer for frequent drinkers who are poor. They end up drinking a type of alcohol meant as a solvent in refrigeration systems.

These bottles of alcohol are made without sanitary controls. One person who worked in a clandestine factory reported that products are mixed with wooden sticks that leave behind particles in the alcohol which are later filtered out through stockings.

Over the last week, the Fiscal Control Police, Ministry of Finance, and Municipal Police  of San José seized 29,943 containers of the brands believed to be tainted.

Between 2014 and 2017, illegal alcohol production grew by 48%. It took about 20% of the national market.

Lunar Rocks From Apollo 11 in Costa Rica

Fragments of lunar rock were brought back to earth on Apollo 11. The president of the United States at the time, Richard Nixon, gifted pieces of it to some 135 countries that were friendly to the U.S., including Costa Rica.

The fragments in Costa Rica are now on permanent exhibition at the National Museum, in the history room. There is a protected acrylic sphere housing the tiny rock fragments that delight space lovers. They were previously displayed in the Central Bank and the National Library.

The samples are encapsulated and have therefore not been studied by local scientists. Experts who studied other fragments from the moon have been impressed. Findings changed ideas of how planets were formed. It is now known that they did not have a cold start.

Joseph Gutheinz Jr., a retired special agent of the National Aeronautics and Space Administration (NASA), and his students are on a mission to find the whereabouts of fragments gifted to Afghanistan, Cyprus, Ireland, Libya, Malta, Nicaragua, Honduras, Romania and Spain, among others. Some have been reported stolen, missing or destroyed.

Paola Chacón is Miss Costa Rica

Paola Chacón is the winner of Miss Costa Rica, as of this Friday night, and will be the representative of the country in Miss Universe 2019. The young Josefina was among the fan favorites all along.

The 27-year-old is a loving and passionate person. She studied Business Administration and has participated in many prestigious beauty pageants such as Reina de Costa Rica International, Miss Hispanomérica Internacional, Top Model of the World, Miss Supranational and Miss International.

Paola’s response to the question of what she would change in the country to improve as a society impressed the judges. She explained that motivating students with sports would be a great way to reduce dropouts.

The three finalists at the event, held at the Marco Picado Studio, were Paola Chacón, Monica Zamora, and Brenda Muñoz. They danced, catwalked, answered questions, and showed off bathing suits and evening wear. Natalia Carvajal passed on the crown wearing as a tribute a dress by Costa Rican designer Daniel Moreira who died last August.

Careers Just for Men in Costa Rica?

Statistics show that women finish school more often than men in Costa Rica, yet 40% of people surveyed did not think this was true. Additionally, 4 out of 10 surveyed individuals believed that there are certain careers for men only.

The National Survey of Perception of Human Rights of Women in Costa Rica was made as part of the III State of the Human Rights of Women in Costa Rica. The National Institute of Women and the School of Statistics of the University of Costa Rica were involved.

1,101 people over age 18 were surveyed in rural and urban areas between April 1 and May 1. Another finding was that 33.6% agreed that there are some careers considered feminine or only for women.

Even though women are more successful educationally their perception and labor insertion are still affected by gender stereotypes. 72.8% agreed that by nature, women are better at listening, caring and helping other people and 34.8% believed men are better at building, solving problems and directing.

Will Costa Rica’s National Theater Be Restored?

Deputies were able to use a revision motion to prevent the death of the idea of a loan to restore and protect the National Theater. The loan was rejected in the second debate on Monday.

There will be another revision in order to, hopefully, get the 38 votes needed for the initiative. As of now, there are 31 for it and 21 against it. The loan would be for $31.3 million with the Central American Bank for Economic Integration.

Some of the issues have to do with complaints about the management and administration of the theater, though those in favor explain that we must leave this cultural inheritance to the next generation.

Deputy Gustavo Viales explained that “Just as we invest in ports, roads and infrastructure, it is also important to invest in culture.” Some see it as an expense and others as a legacy.

Murder Plot to Kill “Gringo”

Seven men carried out a plan to kill Erwin Guido Toruño, known as “Gringo,” a narco leader. Some of them are already in prison for other crimes and others were arrested by the OIJ police following an investigation that included 15 raids.

The murder happened in December 2017. It seems that Luis Ángel Martínez Fajardo orchestrated the execution from a Nicaraguan jail where he is serving a sentence. He gave instructions to his right-hand man, José Garbanzo Rodríguez, who transmitted them to the rest of the group. They tortured and killed Gringo in a Mazda 6, stabbing him 136 times. A video showed the violent homicide.

Three suspects were arrested on Tuesday. It seems that two of the suspects planned the crime and the other five executed it. Gringo’s rival paid ¢100 million for his death. Former soccer player Alexánder Rodríguez Araya is a suspect for allegedly having agreed to deliver Gringo for the reward. There are three more people linked to the crime who have not been arrested as well as Geidy Mauricio Soto Cascante who was murdered in March.

Reading New Receipts with Costa Rica Value Added Tax

A photograph of a receipt was posted on Twitter and it quickly went viral. It appeared that Soda Tapia was charging 26% for the value added tax. It turns out they were only charging 13% but it was listed in two lines on the receipt.

Once the math was done, it was found that although 13% tax was listed twice it was only applied once. It is encouraged to do the math and talk with the business owners about any discrepancies before going to social media. To see if you are charged correctly, multiply the cost of the item by .13 to get the vat.

The customer who posted the photo took it down and the soda in question is changing how their receipts are printed to avoid confusion in the future. The VAT is a 13% tax on all goods and services. It takes the place of sales tax.

After checking the math on your phone’s calculator, if there is a discrepancy that cannot be fixed with a discussion with the business owners, one should go to the Treasury or the Consumer Protection Office of the Ministry of Economy.

What Happens to Costa Rica Money After It Gets Old?

Have you ever wondered what happens to bills once they are taken out of circulation? The answer is unique when looking at the Tico ¢1,000 bill. While most Costa Rican bills are made of cotton, this one is made of polymer.

The ¢1,000 bill used to be made of cotton just like the others but since it is perhaps the most used bill it was only being circulated for about 1 year before having to be decommissioned due to exposure to dirt and moisture. That’s why the change in material was made. Each bill lasts about 4 years in circulation now.

When the bills are no longer in good condition, the bank shreds them to very small pieces so that they cannot be reconstructed. It then ships the bags of shredded bills to a company, Producol, that uses this raw material to create plastic wood, an imitation of plywood.

The imitation wood is used to develop street signs, tables, benches, bridges, and playgrounds. Bills from Nicaragua are also used. They are separated by color to add dimension to the fake wood.

A Haunting in Pine Grove

Camila Franceschi Wins Costa Rica Triathalon

A triathlete, Camila Franceschi climbed the podium to her first gold medal in the National Games. This was her third time participating and second time getting a medal at the event.

It was not easy for her. She started training at age 16 and did a whole year before she got a bike. Adding in cycling to swimming and running was difficult for her. She competes in the sub 23 category that consists of 750 meters of swimming, 20 kilometers of cycling, and 5 kilometers of running.

The 21-year-old also faced the stress of studying and training at once. She almost left her medical studies to train but then managed to find a way to take on both challenges. She wakes up at 4:20 am every day and trains before classes.

It paid off at this year’s event in which she got a time of 1:12:27. She runs for her hometown in the central canton of Cartago. She said she was very proud to represent the province.

Laced Alcohol in Costa Rica Has Taken 8 Lives

Altered guaro has taken the lives of six men and two women between the ages of 44 and 66 in the recent weeks. Because of this, the Ministry of Health has gotten involved and presented a criminal complaint to judicial authorities.

The deaths were due to poisoning by a chemical called methanol. This is a non-drinkable form of alcohol frequently used in fuel and antifreeze. It is toxic when consumed.

Last week, the Ministry of Health issued a warning so that the public would know not to drink Guaro Montano. Now it is known that other brands are also affected. Baron Rojo, Timbuka, and Molotov spirits have also been tampered with.

The Fiscal Control Police and the Ministry of Health are confiscating these products from shops. The General Health Law allows the Ministry of Health to sanction and close establishments that continue to market these products.

The Ministry of Health should be contacted at elizabeth.solorzano@misalud.go.cr immediately if someone is found to have been poisoned with altered guaro and at denuncias.drpis@misalud.go.cr if you know of an establishment or person selling these products.

Science Cannot Replace the Religious Mind

Miss Costa Rica 2019

Nine ladies are competing to be Miss Costa Rica 2019 and represent the country abroad. Each one has prepared intensively. It’s not just a one-night event, rather months of practice and smaller press events leading up to the crowning. They have classes on how to catwalk. They do tons of physical exercise. They go through months of training and rehearsals for the big night.

Each of the girls has had to overcome to get where they are. Afterall, they are putting themselves out there to be judged, something not for the weak. Anyone’s self-confidence can shake under such scrutiny. Some admit they have stopped reading comments after discovering flaws they didn’t notice before.

The women are undeniably beautiful but Miss Costa Rica goes well beyond that. It is an important platform. It allows them to work on modeling skills, personal development, public speaking, and prepares them for future employment. One of them will be what the world sees of our country, an honor they all hope for.

What the Costa Rica Fishermen Want From the Government

Fishermen and the Government have yet to reach an agreement. Representatives from both the Government and the fishermen’s chambers met at the Presidential Palace on Wednesday to discuss the issues.

At the end of the meeting, fishermen continued disappointed. They gave President Carlos Alvarado three months to resolve their claims or else they will not let him into Puntarenas on September 30th for a meeting of the Governing Council.

The demands and consequences were made clear by Mauricio González Gutiérrez. They have three demands: VAT exemption for their products, review of beacons, and licenses for 600 artisanal fishermen.

Fish fillets did not pay sales tax before the tax reform. With the VAT added to them, they become difficult to sell to the national customer. Beacons, devices with satellite locators, allow them to know if they are in a protected area but they often go out leaving the fishermen unknowingly where they can be captured and charged for illegal fishing.

Best Casinos in Costa Rica

Costa Rica is one of the most beautiful countries in Central America and attracts hordes of visitors each year. It is an area rich in culture, natural beauty and, interestingly enough, a bustling gambling scene. Costa Rica is home to numerous world-class casino resorts and hotels that are really a cut above the ones typical in places like Las Vegas and Atlantic City. What to Know About New Costa Rica Airport Customs Rules

Customs is making it easier to enter Costa Rica by deleting the need for most travelers to fill out paperwork. Those who are entering with only normal luggage can do so without filling out a declaration.

Those who bring large sums of money, products of animal or vegetable origin, and/or items to sell, and those who wish to use an exemption must still fill out the form. This should be very few people thus making the lines move faster as most don’t have to fill out or show forms to authorities.

This change was approved on June 28th. The obligation was modified through circular DGA-CIR-015-2019 issued by the Customs General Directorate. This change applies at ports, airports, and land border posts.

Aside from expediting the process and wait times of those Costa Ricans and tourists entering without anything to declare, it also allows the authorities to focus inspections on those who must declare.

Keylor Navas Back with Real Madrid after Costa Rica Vacation

Keylor Navas enjoyed a nice vacation to his homeland of Costa Rica accompanied by Sergio Ramos, captain of Real Madrid, and their wives. He’s now back to training and is doing so with Real Madrid.

There was plenty of talk of him moving to another team but in the end he decided to stay. There’s still time before the official cutoff but he says he is determined to stay no matter what offers come in.

The Paris Saint Germain was the team most interested in Navas. They requested Keylor but without having to pay a transfer, which Real Madrid was not willing to agree to. Keylor was not willing to leave the team without receiving the economic amount established for the remainder of his two year contract.

He traveled on Tuesday afternoon to meet Real Madrid in Canada for training. He’ll have to fight Belgian Thibaut Courtois to defend the goal. Navas, in his sixth season with the team, will now be a substitute goalkeeper.

Beautiful Butterfly Species Discovered in Costa Rica

A beautiful butterfly species was discovered in Guanacaste and Costa Rican scientists presented the finding last week at a meeting of the Bureau of the United Nations Environment Assembly, in Trondheim, Norway.

The butterfly was named Philtronoma Cbdora in honor of the Convention on Biological Diversity, an international treaty of 1993.

It has bright pink hind wings that are seen when it flies but completely hidden under front wings that are grey when it lands, camouflaging itself for protection.

As a caterpillar, the animal only feeds on mature leaves of Neea psychotrioides, a native bush of the tropical forest.

The discovery is a result of the Costa Rican biodiversity inventory program which is intended to classify all species in the country. Costa Rica is a leader in conservation of nature.

Assistance in Costa Rica to Those Not in Need

¢55,000 million a year in social assistance goes to people who are not actually in need, according to the National Household Survey. A unique registry was created to correct errors like these but in order to work more institutions would need to use it.

There are countless stories of single moms with disabled kids who lack homes and employment and still don’t get a response from IMAS, while many making over ¢1,000,000 a month are receiving aid from the same institution.

The ¢55,000 million estimate includes assistance from IMAS, the CCSS, the National Scholarship Fund, and Cen-Cinai that go to about 34,000 homes that don’t have economic need. 270,000 households in poverty are not served by IMAS.

The State has created a National System of Information and Unique Registry of Beneficiaries of the State (Sinirube) which is attached to IMAS. It has socioeconomic information of 80% of the population. By 2022, 90 entities will collect information to add to the system.

12 Families In the Way of Construction for the Juan Santamaría Airport

There are 12 families living in the middle of a taxiway under construction for the Juan Santamaría airport. The owners and MOPT have been unable to reach an agreement on the value of the property, leading the administrators to have to change the design of the works.

The land was divided into five plots each with multiple houses. Most owners want to leave but need to be paid a fair price. They have been offered just ¢55,000 a square meter, while other nearby land goes for between ¢130,000 and ¢150,000. They would not be able to get other homes anywhere in the metropolitan area with the amount offered.

The residents live on La Candela Street. They suffer from the noise of machinery 24 hours a day. Among them are seniors battling diseases who are unable to get rest and young kids with asthma from all the pollution caused by the construction. They have also had to deal with floods when construction materials washed through the mesh fence. They are preparing a writ of amparo to request a precautionary measure to stop the work.

Their land is separated from the taxiing strip by only a mesh fence. A wall is now being built for safety reasons. Still, they fear the planes will be too close to their roofs when landing.

Legal impediments are many, for example, there are some homes with mortgages, one being paid for a telecommunications tower that was put there without proper permits, minors involved, one of the land owners has passed away, and there have been changes in expropriation laws since this all started years ago.

A well known restaurant, La Candela, was expropriated through a judicial process that took 15 years end ended with a ¢700 million payout.

Renovated Railway Station Reopens in Costa Rica

The renovated railway station in Heredia has been inaugurated as of the reopening ceremony held on Friday. The Municipality invested ¢348 million in restoring the deteriorated historical building.

It was built in the 1870s and then altered in 1905. The original bahareque walls were covered with wooden slats and the structure was expanded to the west. Today, the 6,500 users who visit the station daily will be able to see details from the original design.

There are so many details to discover in the windows, walls, floors, bleachers, pipes and hallways. There are windows into history throughout the building. Some details from the various stages are covered with glass to protect them.

Visitors can see where the bahareque ends and the wood begins. The original wood and paint colors can be observed. There are also benches made from the foundation of the building.

Part of the renovation includes new bathrooms and a bicycle parking lot.

Watch Out for Toxic Guaro in Costa Rica

The Ministry of Health is investigating the death of a man who drank guaro altered with methanol. Four others used emergency services in recent months with similar intoxications.

The cases were all in the metropolitan area. It seems that someone is selling an imitation of Guaro Montano, as the company has passed inspections. The product being produced in its factories is not the same as the one causing damage.

An alert was issued and the public is urged for precaution to not to buy or consume Guaro Montano as it is not yet possible to distinguish between the original product and the forged one.

Drinking the forged product can lead to drunkenness, nausea, dizziness, vomiting, abdominal pain, headache, lack of control of the body, and even death. It is made with water that is not potable or filtered and with methanol, a chemical agent not meant for consumption. Anyone with information about who is making or selling this product should contact denuncias.drpis@misalud.go.cr.

The Devil’s Moon

The devil is dangerous. This primordial being represents evil, terror and foolishness. Of course, the devil wears many masks. He is described by different peoples in different ways. Perhaps this is because we all have some sort of ideals on spirituality that is different than others.

The devil is a concept and a being described and compared into many religious texts around the world. The most popular belief held is that he is the one to cause evil. Sometimes things happen around us that we cannot control. There seems to be a need to blame our feelings to ease the stress on someone or something rather than accept the laws of the universe.

We are a living history. In this moment we are alive in the future, the past and the present all at once. We are also dead in these moments as well. You are writing history with every breathe that you take.

Everything we see we feel a compulsion to name, know and organize. Entities can be renamed, reorganized and explained in different ways. It seems like generations of people have like minds.

If you are like me, than you believe that the stars predetermine our birthrights and destinies. This is true if you think about it logically.

Whoever you are born to is going to already be living in a certain city, culture, and have around them similar people. Most people do not move around immensely and seek stability. You are also going to have a name picked out for you, a room and a life. So, if you think about it like that, astrology is predictable.

The phases of the moon are predictable as well. The Devil’s moon is when the horns that come in shape when it is waxing. A waxing moon is seen to symbolize beginnings. The illumination can also be compared to that of Lucifer, the first angel of light commonly referred to as the devil in Christian mythology.

Demons are said to be minions of the devil and witches. Demons can be physically seen by psychics and sensitives. Demons run around Earth causing terror, mischief, death and curses. They are attracted to people that have a lot of negative energy around them like a magnet.

Lucifer was referred to as the brightest star in all the heavens. He was often called the “Morningstar.” He became a betrayer, a liar, a great evil and a serpent. The devil has many metamorphoses. He is the one said to have caused death upon humankind.

The truth is that your ancestors have passed down everything that they have to help us have better lives than they did. This includes stories, lessons and morals. The devil is a concept that has been passed through generations. The devil is richly ingrained into modern mythologies.

This is one reason why it is important to have tolerance and love for other people and cultures. Stories have been passed down everywhere and whether they are real or not they have influenced people’s lives. All I know is that somewhere along the timeline, people became afraid of monsters and the devil. We are still afraid today.

Devil’s Moon
Poetry by Deanna
My blood is fire
Illuminating my skin
Red like a hot Devil’s Moon
Come before Hell’s pyres
Bowed before him
He hypnotized me like Dracula
But his drink is radioactive

He never drinks too much
On my insecurities, my desires
Pleasure and pain
A royal vampire
Brothers, lovers, allure, charms
Primordial sensations
Mortal creations and facades
We are like toys to the Gods

He numbs the pain
Before he feeds again

Hotels in Costa Rica Losing Business Due to Blockade

Hoteliers, especially in the Caribbean, Sarapiquí and Guanacaste, are being strongly impacted by the blockades. They are reporting an average of 90% reservation cancellations.

Cahuita looks like a ghost town, something very strange for the high season. From Thursday to Monday some hotels had 100% cancellation because the tourists could not get there as both roads that go there were blocked. This is a place that relies on half year tourism and was hoping this season would help make up for losses from the strike last September.

Some visitors who were already there were unable to leave, missing out on other spots they planned to tour or even their flights home. Those who attempted to get to San José or La Fortuna took over a day to reach their destinations, putting in question the image of Costa Rica.

The Chamber of Tourism of Sarapiquí calculated losses of approximately $49,000 a day.

Businessmen in Guanacaste are considering legal action against those in charge of the blockades.

Sales Down in Costa Rica for Cars, Appliances, More

Sales of cars, equipment, household appliances, and construction materials have been down, depressing trade and commercial activity for the last six months, according to measurements by the Central Bank.

The Chamber of Commerce predicts a recovery but not until 2020. The cycle trend series of monthly commercial activity index showed that the drag started in November, when the commercial activity was in the red, at -0.03%., over the last year.

BCCR measures behavior and value of the sale of goods. It looks at 23 groupings of products and a sample of companies from each that give monthly information to track trends.

Many factors can be affecting the trends. The main ones in recent months are the change of government, long strike in the country, inconsistencies in State policies about vehicles, and uncertainty from the application of the fiscal plan

How is VAT Going to Effect Your Wallet in Costa Rica?

The VAT is going to impact us all but to what extent? Most of us have questions about if we will have to pay more in rent, at the supermarket, etc. There is a calculator created by La Nación to investigate the effect the tax will have.

With this tool you can enter the amount you are used to paying for different categories and it will provide you with an invoice that will show the difference you can expect to pay. The calculator includes food and equipment, public services and rentals, education, health, entertainment, and rent.

The value added tax started on Monday, July 1. There are certain services that are exempt from the tax, such as gyms and student transportation. Most goods will pay the same 13% they have been subject to but it will be called VAT instead of sales tax.

There will also be new rates of income tax but only on those who earn over ¢2.1 million per month, which is just 4% of the salaried population.
