Ready to Rent An Electric Bike in Costa Rica?

Electric bicycles are going to be available for rent in San José starting October 15. The rental service will work via a mobile application. The service is paid for by a bank card or cash recharge associated with the app. 

Residents of San José, Montes de Oca, Curridabat, Barrio Escalante, Santa Ana, and Escazú will now be able to skip the traffic jams, moving from destination to destination by bike thanks to the OMNi app. 

The cost for an OMNiBici will be ₡600 per hour although the company will also offer long term rentals for up to one year contracts. 

Each bike is pedal assisted with a range of 100 kilometers. The seat height can be adjusted. The bikes have a cup holder, a cell phone holder and USB port to charge the phone. Lights will be automatically activated after dark. 

The bikes are connected to the Internet via SIM card and are unlocked via the app. The bikes location is tracked by GPS. At first, there will be 1,000 bikes available and there will be about 5,000 by the end of the year.

Costa Rica Runner Gabriela Traña

Gabriela Traña represented Costa Rica well finishing 40th in the World Athletics Championship, with a time of 3:19:13. The first place winner was Rut Chepngetich from Kenya.

While Traña already ran the Pan American Games in Lima, her greatest triumph was to finish the World Athletics Championship in Doha, Qatar on Friday. 

The temperature was over 40 degree Celsius and there was high humidity, leading many to abandon the 42-kilometer race. Gabriela became the first Costa Rican to conclude a marathon in a World Cup.

The racers were shaking from the heat. They used damp cloths and sponges to refresh their bodies and prevent collapse. The first racer to cross the finish line had a time of 2:17:08.

San Jose Costa Rica Rainy Season Flooding

At least 60 incidents occurred yesterday because of the heavy rains. There were floods and landslides throughout the Greater Metropolitan Area. There were overflowed rivers, creeks, and tributaries. Strong winds took down trees. The heavy rainfall was due to the entry of sea breeze and high morning temperatures. 

The sewer system and soil were over saturated adding to the flooding so first response teams and Municipal Emergency Committees were activated. There are protocols in place in case the need to evacuate arises. 

The most tragically affected area was in Guadalupe were five homes were completely destroyed and two children and one adult had to be rescued.

The National Emergency Commission has left active a green alert for the south Pacific, northern zone, and Central Valley and a yellow alert in the central and northern Pacific. Four adults and four children remain in a shelter that was opened in Purral.

New Clairvaux: The Monks and a Mystic

The strictest monks in Catholicism are “Cistercians of the Strict Observance,” usually known as Trappists. They pray six times a day, beginning at 3:30 a.m. Thomas Merton was a Trappist, though he never quite fit the mold.

There are only 16 Trappist monasteries in North America, and one of them, New Clairvaux Abbey, is only 20 minutes from here.

I initiated a series of dialogues with the abbots (previous and present) and some of the brothers around questions of mystical experiencing and tradition, and the relationship between the contemplative life and the active life. For example, is tradition compatible with direct experiencing of the sacred?

I once heard a religious teacher from India say that just as India had been looked within for centuries, America, the most externally obsessed land, could flip like magnetic poles, and turn within. As the evils and corruption of Trumpism tear at what’s left of the nation’s soul, many Americans are doing just that.

Of course, to be inward looking has a negative connotation in this nation of Manifest Destiny, implying inaction and paralysis. And to be sure, India’s inward looking culture did stymie material progress, and become ossified into a caste system with Brahmins fixed at the top and untouchables fixed at the bottom.

However this is why balance between “vita contemplativa” and “vita activa” is essential. The fact that America ran so heavily toward the active life that it ran off the cliff into a materialistic abyss, only makes an equipoise between contemplation and action all the more necessary.

The monks of New Clairvaux obviously dedicate their lives completely to the contemplative life. But they graciously allowed my inquiry to proceed…to a point.

Including two, hour and half long sessions independently with the previous and present abbot, there were eight weekly dialogues. The one that stands out the most centered on the deepest questions about the life and death of Jesus of Nazareth.

At one point in this delicate dialogue, I turned to the most erudite of the brothers, a brilliant man with an interest in Russian mysticism before the communist revolution, and asked a blunt question.

The Bible says, “And at the ninth hour, Jesus cried out with a loud voice, “My God, my God, why hast thou forsaken me?” It is the only saying that appears in more than one Gospel, Matthew and Mark. Do you think Jesus actually said that?

He said yes, but disappointingly added that Jesus’ last words were from Psalm 22:2. But that’s fudging it, since that psalm reads: “My God, I cry out by day, but you do not answer, by night, but I find no rest.”

That isn’t the same at all. Besides, it just begs the question, why did Jesus say it?

Doesn’t it mean Jesus didn’t understand what went wrong, why his mission failed, and that he felt abandoned by God the Father?

Needless to say, that set off a discussion with the monks. It didn’t become contentious, but it revealed a fundamental difference between the way a mystic views Jesus, and the way a traditional Catholic and Christian does.

The idea that Jesus was both a human being and God just doesn’t cut it. It doesn’t address the mystery of his last words, and insists on having things both ways—one of the worst human tendencies.

My feeling (as opposed to belief) is that Jesus’ was a prophet and exceptional human being, but that mission failed—though he did not fail.

Tentatively, I feel that Jesus did not become Christ until he died. Which is to say, he did not fully merge with the intelligence and love that imbues the universe until he expired.

We say “Jesus Christ” in the same breath, but he would never have done so. Jesus was a human being, and we betray him by making him into a god, much less God.

To my surprise, I found the monks of New Clairvaux to be real individuals. More so than the average

American, who believes, in their conformity to the unexamined tenets of individualism, that they are unique, when actually there are millions of people who think, feel and act just as they do.

New Clairvaux’s winery is ‘trending,’ and draws thousands. But as one retreatant wrote, “The winery now runs the monastery; the monastery doesn’t run the winery.” A deliberate return to tradition, dogma and authority by the present abbot has only hastened the erosion of the contemplative life there.

As Jesus taught, the truth is found within. And New Clairvaux, like all monasteries in this age perhaps, has little to offer those seeking balance between the contemplative life and the active life.

Costa Rica Crowned “Champion of the Earth”

Costa Rica is the first country ever to receive the “Champion of the Earth” award from the UN. This recognition has previously been given to 88 laureates, 21 world leaders, 56 individuals and 11 groups or organizations. 

President Carlos Alvarado received the award on behalf of the whole country. He stated “This is the result of years. This is an inheritance. I must thank the generations of my grandparents and my parents, but also the educators who have taught how to conserve the environment, our indigenous peoples who are the main protectors of our lands, park rangers, firefighters, communities of committed people and several generations of scientists.”

The award is due to the efforts made by the country in the protection of nature and the fight against climate change. Costa Rica has achieved over 99% of its electricity from clean, renewable sources. The country has proven that deforestation can be reversed. This is a legacy.

The Inspiration and Action award went to the Ant Forest, a tree planting program as well as Fridays for Future, which raises awareness of climate change. The Patagonia clothing brand was awarded as well, in the Entrepreneurship category. Lastly, Katharine Hayhoe was awarded in the Science and Innovation category for quantifying the effects of climate change and its efforts to transform attitudes.

Therapeutic Abortion in Costa Rica

12 deputies strongly against therapeutic abortion have banned together threatening to stop approving projects important to the Executive Branch if the President advances the therapeutic abortion rule.

This law would allow certain doctors to perform abortions only in cases where the mother’s life or health is at risk and there is no other way to stop the risk. Additionally, the woman would have to consent in order for it to be done.

Rumor has it that President Carlos Alvarado is planning to sign the bill very soon, something these deputies believe to be unconstitutional and out of the scope of his power. 

They considered meeting with him privately but chose to first take this public stand threatening to approve projects as a means for him to take them seriously. They say they stand for the right to life of both the mother and child. It is unclear how they believe they would be protecting the mother’s right to life if by denying her an abortion her life is at risk.

To the one who grasps the cross necklace to their chest, to put mental thought and intention into this item in order to be protected, to the one who looks at something against their religion and feels their spirit reject untrue energy for their force, it is all living spirit making it’s home.

Artifacts uncovered from many years ago by archaeologists strike fascination and fear into our hearts because we immediately feel the energy, whether we interpret it or not, we feel something anyways. Even the sacred artwork and enchantments serve as a message by the Gods.

Because these things have life, they serve us as a focus for our direction into this world and out. They will protect us because we have spent time to create a psychic boundary. We have forged the metals of the Earth into metals of the skies.

Mirrors
There is so many superstitions regarding mirrors. People believe they are portals, they carry the souls of the dead and that other beings reside in them. Mirrors are even in the technology of electronics and the devices you are using to view my words!

Imagine this intergalactic power that surfaces like the reflection of stars on water into a whole new reality for us. It is symbolic of just how important light is to us and how it effects us spiritually as well. Do you know any superstitions about mirrors? I bet you do because they are well known even in mythology and fairy tales as being something we can get lost in, or foretell the future or just plain disappear into…

Our reflections react to us as we react to them. They seem to appear as an opposite projection like our birthdays, but how it changes every year. The simplicity of the metal coated glass just simply existing as a tool for self reflection and symbology is not lost on me.

Costa Rica Government Trying to Differ Rights off Homosexuals & Heterosexuals

25 deputies want homosexual couples to have different rights than heterosexual couples, fewer rights, actually. These 25 deputies seem to believe that being able to marry or enter civil union is enough. 

The plan made by these deputies is troublesome. It would not allow a foreigner to obtain Costa Rican citizenship by way of a homosexual marriage, as is possible via a heterosexal one. Additionally, in the case of divorce, a pension would not be given. The couple wouldn’t be able to adopt together. If one adopted or had a biological child and later passed away, the surviving spouse wouldn’t get custody of the child or even be considered as a potential guardian.

Lastly, there would be a separate registry for homosexual marriages and civil unions, unnecessarily segregating them from heterosexual unions. 

International human rights standards disagree with all of this. The Inter-American Court of Human Rights has ordered Costa Rica to guarantee homosexual couples access to all the same legal protections and rights that heterosexual couples have.

What to Know About the Poas Volcano Foam

Costa Rica News – Foam was found in the Poás Volcano National Park leading many to question what is volcanic foam? An expert explains that the term volcanic foam is actually incorrect as the foam doesn’t come out of the volcano.

The foam is caused when acid mixes with rain as well as when the acid rain mixes with concrete in soils and structures. On Friday and Saturday, there was a highly acidic rain that turned into this rare foam that caught the attention of the park rangers and later volcanology experts.

A scientist described the foam as rare, hyperacidic, hypersaline and with a strong chlorine odor. A member of the Costa Rican Volcanological and Seismological Observatory argued the phenomenon is normal considering the increase in activity of the volcano.

There is a near constant emanation of acid when the magma inside a volcano is near the surface. Due to recent activity, a new mouth opened at the bottom of the crater with more heat coming out.

Volcanic Foam Closes Costa Rica’s Poás Volcano Temporarily

The Poás Volcano has been closed for a few days and should reopen soon. The closure was a safety precaution as it, on Friday, launched a rare volcanic foam that is being studied, undergoing chemical analysis. 

The foam was spread over the viewpoint, parking lot and bathrooms. It is a material that has never before been seen in any part of the country. It has a drool-like consistency, is high is salt and chloride and is highly acidic and corrosive.

The saline rich foam was seen again on Saturday. Then there was an eruption on Sunday of ash, water, steam and gas that smelled of sulfur. This is normal activity of the volcano. Experts are keeping an eye out for any changes in the volcanic action.

Acidic material is dangerous to people because it can cause coughing and other respiratory issues. It can also cause skin allergies, eye irritation and fade clothing. The volcano will reopen when safe.  

Missing Persons & Cyber Bullying in Costa Rica

The Judicial Investigation Organization frequently publishes photos of wanted suspects and missing persons on its social media accounts. The law mandates that they do this and it is often the way they find people.

This might have to change. Legal consultants are now involved to determine whether this practice should be stopped. The argument is that it is all too often leading to cyberbullying.

The OIJ’s social media accounts clearly ask that we keep comments limited to information that can help in the investigation however there are often negative comments about the person’s appearance. The pictures are even turned into memes and used on other sites. 

Those missing, their families, and even suspects have the right to privacy and protection against such bullying. Families of missing teenagers often request the photo be taken down even before the teen is found because of this issue.

It’s Cruise Season in Costa Rica

Cruise season began this Saturday and Japdeva expects 224,000 tourists. Each visitor spends about 12 hours on national land and spends approximately $80 which go into the local economy.

The cruise travelers are now received by over 50 artisans and tour operators as well as professionals who help them find what they are looking for. There are tour operators there ready to take tourists to the north, central and south Caribbean. 

The Board of Port Administration and Economic Development of the Atlantic Slope is sure that tourists will get to know the best of the country. They make take gastronomic tours or adventurous ones or relax on one of the best beaches. They can also take home beautiful handicrafts. 

Japdeva plans to establish a marina and berth with restaurants, free shops and a hotel. It believes the cruise season may be extended up to six months. Some of the cruise lines that come to Costa Rica are Carnival, Princess, Holland America, Tui, Viking, Norwegian, Celebrity and Royal Caribbean.

La Granja de Zenón Returning to Costa Rica

A favorite kid’s production “La Granja de Zenón” is returning to Costa Rica. The last time it was here, every production was sold out. It will be seen for just two functions this year, on Saturday, November 2 at 11 and 2. There are just 700 tickets for each show and they tend to sell out in the first two weeks after the show is announced. 

Don Zenón and his whole farm will take the stage. Bartolito, Lola, Percherón, Beto wolf, the Gallo Pinto, Pepe and Doña Pancha can’t wait to meet their fans. They are from the popular animated series on Youtube. 

The presentation has travelled internationally and never fails to impress children and families who sing along and dance to the most popular songs from the beloved series from the Youtube channel Animal Kingdom. 

The presentations will be at the National Auditorium. The price is ₡15,000, for the ground floor, ₡10,000 for the upper floor, and ₡20,000 for VIP. They are available at boleteria.museocr.org and at the ticket offices of the Children’s Museum. 

How to Not Drink Tainted Alcohol on a Costa Rica Vacation

First don’t drink cheap cheap alcohol in Costa Rica.

Costa Rica’s Ministry of Health has reports that 29 people have died there this year – up to September 5, see the bulletin (in Spanish) – due to methanol poisoning as a result of consuming tainted Guaro, a national drink distilled from sugar cane juices.

Twenty-two men and seven women died from lethal doses of methanol this year, aged between 32 and 87: ten in San José, two in Alajuela, four in Heredia, five in Cartago, three in Guanacaste, one in Puntarenas and four in Limón. An additional 76 cases are being investigated.

The good news is that the numbers are coming down. According to the Ministry of Health, only 15 new cases were reported in August, down from 50 the month earlier.

The Ministry of Health reports that, together with the Policía de Control Fiscal (tax police), Fuerza Publica (national police) and Municipal Police forces, have seized more than 66,000 containers of alcoholic beverages with health alerts issued in previous weeks.

In addition, more than a dozen liquor stores, mainly in San Jose and Alajuela, were shut down, as “operations” continue throughout the country in order to reduce the exposure of consumers to adulterated products, as well as investigations, in coordination with other institutions, to determine the adulteration.

In the Dominican Republic, at least 10 American tourists died mysteriously earlier this year.  Following the deaths, the Federal Bureau of Investigation (FBI) launched an investigation to see if fake alcohol may have been involved. The FBI has taken alcohol samples from hotels where the deaths occurred and the toxicology reports have not yet been released.

The question, is Costa Rica a safe destination? Although the problem of tainted alcohol seems to be under control, a batch could surface at any time and at any place.

The Instituto Costarricense de Turismo (ICT) – Costa Rica Tourist Board – reaffirms that no tourists have been affected by adulterated alcohol in Costa Rica and that visitor safety is a priority.

Guaro is typically a local drink, an acquired taste if you will, a drink not common, though accessible, to tourists.

Guaro in Costa Rica is cheap. A 365ml bottle of Guaro Cacique is ¢1,750 colones, less than double the price of a can of soda or flavored water; a one-liter bottle ¢4,555 colones, delivered. The foregoing are prices for the real stuff, the bootlegged can go for a fraction.

Guaro made in Costa Rica can differ in taste from Guaro made in Colombia, Panama, Ecuador, El Salvador, Guatemala, Honduras, and Nicaragua. Colombians call it aguardiente.

Tainted alcohol poisoning incidents tend to occur in countries where the taxes on legitimate alcohol or the cost itself may be seen as too high, Larry Navin, director of government and public affairs at the Methanol Institute, told USA TODAY. Though tourists may be alarmed, there are ways to protect yourself and still enjoy a getaway.

What is methanol?

Methanol is alcohol, but it’s not the one used in adult beverages. Instead, methanol is in solvents, antifreeze and in fuel. It’s not safe for human consumption. There are a couple of ways methanol can wind up in your drink. One is when enterprises or people add industrial methanol to legitimate beverages, like a bottle of liquor, make it cheaper.

Improper brewing, which means the chemical doesn’t always end up there purposefully, can also result in tainted alcohol.

Protecting yourself

According to the Methanol Institute, it is possible to test for methanol with test strips that can detect methanol in drinks. However, the strips are difficult to create since there is a close relationship and similarity between the chemicals methanol and ethanol, plus they are expensive, and they aren’t widely used by the public yet.

When you arrive, steps to avoid consuming contaminated alcohol, include:

  • Don’t consume homemade or local alcohol and mixed drinks.
  • Stick to to beer and wine, mass-produced, well-known brands of alcohol.
  • Buy hard alcohol at duty-free locations when you arrive at the airport.
  • Avoid consuming drinks that are priced at a bargain.

Methanol poisoning

Symptoms for methanol poisoning include dizziness, weakness, headaches, nausea, vomiting, unconsciousness, blurred vision and blindness. Methanol poisoning can be treated if diagnosed within 10 to 30 hours of ingestion, says the Methanol Institute.

If a person is treated quickly, outcomes are usually good. But if left untreated, the ingestion of about 1 fluid ounce could be fatal.

Anyone with symptoms should seek immediate medical treatment.

The Morning After Pill in Costa Rica

The morning after pill has been longed for by Costa Ricans for many years. The benefits and protection it brings are a relief to so many. Someone who has been assaulted or someone who had their normal birth control fail no longer need to fear a pregnancy they do not want or are not ready for. 

The medication works best the sooner it is taken. While it can be effective up to five days after unprotected sex, it works best if taken within 12 hours. If taken within 12 hours, it prevents 95% of pregnancies. Because of this, a prescription is not required. 

The only requirement is that the person in charge of the pharmacy must advise how to use it. It can be bought by anyone, including teens and males. If for any reason someone is denied the ability to purchase the pill, they should report this to dac.denuncias@misalud.go.cr or call the canton’s Ministry of Health as it is against their reproductive rights.

The suggested retail price is ₡18,000. It is sold under the name Posterga. It contains levonorgestrel which inhibits ovulation and creates conditions that prevent sperm from fertilizing an egg. It does not end an established pregnancy or harm a developing fetus.

Kilombo; Costa Riaca Restaurant Brining the Taste of Argentina to San Jose

“Kilombo” is an Argentinean word that means chaotic. In Costa Rica it has come to be known because it’s the name of a great restaurant. As you approach, you are intrigued by the smell of grilling onions. 

You imagine the juicy cuts of beef that are being prepared for you. Each dish is plated perfectly. There are drops of chimichurri decorating the meat with a side of skewed potatoes and broccoli. 

Each week a special takes its place on the menu for just 7 days. This week it’s a dish called Lollipop, a tuna and entrails delight. The restaurant specializes in vacuum cooking. The sausage steak is a customer favorite.

The executive chef remembers his weekends growing up being filled with barbeque. He went on to study cooking in Lima and Spain. It was in Barcelona that he learned about vacuum cooking.

Countries Are History When Speciation Is Required

In an otherwise confusing and contradictory op-ed in the New York Times, Roy Scranton, a professor of English at Notre Dame, makes a true statement:

“The problem of climate change is bigger than the New Deal. It’s bigger than the Great Depression. It’s bigger than war. The problem of climate change is the problem of how and whether human beings can live together sustainably on this planet.”

The rest of the piece reflects the academic and media bewilderment that prevails in the present narrative in America about climate change (irrespective of the Trumpian troglodyte narrative).

“Total mobilization may be our only hope,” Scranton intones. “Judging from what happened in World War II, it would mean social upheaval, violence, censorship, curtailed freedoms, dubious compromises and radical changes in American culture and politics.”

That highly questionable assumption is from a piece entitled, “Climate Change Is Not World War.” The irony is that “the problem of how and whether human beings can live together sustainably on his planet” cannot be divorced from the imperative of ending the dictatorship of division, fragmentation, militarization and violence.

Academics and ‘thought leaders’ such as Scranton can’t have it both ways. On one hand he says, “the mobilization during World War II was a national mobilization against foreign enemies, while what’s required today is a global mobilization against an international economic system: carbon-fueled capitalism. [Italics his.]

On the other hand, he criticizes environmentalists like Bill McKibbon for calling on people “to mobilize on the same scale as we did for the last world war.”

Scranton’s piece offers little insight, no vision, and no clear way ahead. “Total mobilization” is even more of a fantasy now than the call by environmentalists during the Obama years for a “wartime-like mobilization by the governments of the United States and China to cut carbon emissions.”

The main error with this piece on climate change, and the MSM narrative generally, is that it remains cast within national contexts and frameworks. Seeing the world in terms of ‘my country’ is not a given. But the media and virtually all politicians assume that Americans cannot think in any other way except through the emotional lens of hard or soft nationalism.

That’s why “the 1940s have begun to seem like a romantic story of collective heroism, when they were in fact a time of rage, fear, grief and social disorder.”

Nationalism, whether of the Trumpian Party or the Democratic Party, is glorified tribalism. The media and politicians have to quite putting lipstick on that old pig.

Scranton rightly points out the hatred, brutalization and dislocation, in the American much less European context, that World War II unleashed. It was followed by the military-industrial complex Eisenhower warned of, and in the first two decades of the new millennium, by the permanent state of war George Junior initiated after the 9.11 terrorist attacks.

Leading scientists in a summary paper last year stated, “the changes needed to stabilize the earth’s climate require a fundamental reorientation and restructuring of national and international institutions.” Scranton drives the point home by saying that “piecemeal, consensus-driven, incrementalist solutions are tantamount to global suicide.”

But after using the bulk of his NYT space to deconstruct the analogy between climate change and world war, he lapses back into the same tired trope in his conclusion.

A simple truth is forsworn: the inward determines the outward; the outward does not determine the inward. Therefore without radical change at the core psychological level, humans will neither live in basic harmony with the Earth, nor live in basic harmony with each other.

I say ‘humans’ because though there are billions of humans, there are few human beings at present. In order to make the turn toward sustainability and equitability, a conscious speciation from humans to human beings is required. That means ending tribalism/nationalism at the psychological and emotional level.

Pigmentation has nothing to do with speciation, since it applies equally to all ethnic groups.

Clearly inner transmutation and outer radical changes are urgently needed. And though there is little sign that such simultaneity of cognitive transmutation and economic/political restructuring are on the horizon, this is the first time in human history when both are truly possible and achievable.

That means that whenever humanity’s conscious, sympatric speciation occurs, we have to keep our inward and outward eyes on that horizon. Because that’s the only way the reversal of humankind’s ancient, accelerating trajectory of tragedy can occur.

Telecommuting in Costa Rica

President Carlos Alvarado has signed a law giving legal certainty to the 12,000 teleworkers in the country. Telecommuting started in the private sector back in the ‘90s and caught on in the public sector in 2006. 

There hasn’t been any law, however, to regulate it or protect the workers or companies, until now. Still, many opted for it because it saves so much money and time normally spent on commuting. The estimated savings is ₡320,000 for transportation and ₡270,000 for the employer for the physical space and services. 

Some of the aspects of the new law include details that must be in the contract, such as the schedule, whether the worker can be called in for meetings, that the employer must pay the costs for internet and computer programs, and how the employee will be evaluated. 

One teleworker explained that he enjoys the flexibility that his employer offers with teleworking. It allows him to spend his time eating breakfast with his kids and going to the gym instead of sitting in traffic jams for hours. 

US & EU Economies Relation to Costa Rica

The central banks of both the United States and the European Union have approved measures to lower risks to the ethical economy. Together, these markets represent 63% of the $7,000 million in sales of exported goods and 59% of tourists to Costa Rica, so their economies matter a lot to Costa Rica. If they are in bad shape, people will be less likely to buy our imported goods and take trips, negatively affecting the Costa Rican economy.

Both countries reduced their interest rates following signs of a possible recession. This is a positive move for debtors in foreign currencies and the placement of Eurobonds for the Costa Rican government.

Costa Rica is also doing its part to combat the issue. The ICT has launched a campaign in New York City called “Only the Essentials.” It’s meant to attract American tourists, which represent 44% of the 1.7 million visitors to Costa Rica between January and July of this year.

Concert Season in Costa Rica at Parque Viva

The schedule of concerts coming to Parque Viva is filling up. The end of this year will bring many opportunities to the Coca-Cola Amphitheater. Various genres will be represented.

There are five confirmed performances. The first is Bryan Adams on October 8th as part of the Shine A Light tour. 

Next comes a 90’s Pop Tour which involves 85 people, including Magneto, Mercury, Kabah, OV7, The Sacados and JNS. The bands will interact with each other. They will bring us the best of Latin American pop. 

A week later, on November 10th, Jack Johnson takes the stage for his first performance in Costa Rica. He has one of the best selling albums of the century. He interprets hits like Banana Pancakes and Better Together. 

A Colombian reggaeton concert comes on the 1st of December. The producer Move Concerts is bringing us Yatra, Yatra Tour which will promote Fantasia, the latest record material. 

Serrat y Sabina is the last known concert of the year, on December 17th. Music meets humor and poetry in this performance.

Fair Play Between Uber & Taxis in Costa Rica?

When any new company comes into the country it displaces something. In the case of the service offered by Uber, taxi drivers have rightly become upset feeling replaced by a company offering lower rates because they have no legal supervision. 

Deputies have therefore been trying to come to some kind of agreement on a legal framework by which taxis and digital platforms like Uber and Lyft can coexist peacefully and without constant protests.

They have the user’s best interest in mind as well as details from both sides of the equation. Can the two models live together? The bill aims to set fair rules that balance the playing field.

Taxi drivers will get some exceptions. They will no longer have to get two inspections a year, just one. They can negotiate prices with customers. They are not subject to value added tax. Uber drivers will have to pay the right of operation for each driver whereas taxis pay per vehicle. This makes them able to compete with Uber.

Environmental Court Orders Destruction of $2 Million Project

The Environmental Court has ordered the demolition of a $2 million work in Ciudad Quesada because it was built on protected land. The decision will have the owners destroy a wall and building, remove the debris and even reforsest the land.

The one-story building and wall were erected in the protection area of a nascent in San Carlos. The Forestry Law indicates that areas bordering permanent springs in a radius of one hundred meters are areas of protection and works of any kind are prohibited there. 

First to notify the responsible party was Sinac, which issued a precautionary measure against the construction company. Even after the confirmation of the Water Directorate works were not stopped because the building was already completely done. 

The matter was then raised to the Courts. The measures to enforce compliance to the order are on hold because the responsible company has started a contentious process to appeal. 

Costa Rica Technology Sales

Technology sales are on the move inside and outside Costa Rica. Companies in the software sector have marketed $1.3 billion during 2018, according to Characterization of the information and communication technologies sector in Costa Rica, prepared by the Foreign Trade Promoter. 

Avantica, started in 1993, is a Costa Rican company that has a parent company in Silicon Valley, a commercial office in New York, and five software development centers in Latin America.

This company has over 800 employees. It is a noteworthy example of the international level of expertise had in Costa Rica’s technological sector. Information and communication technologies is the service that exports the most and generates the most income in the country.

This sector generates 42,256 jobs. 58% of these are in free zones. 8 out of 10 of these employees have a certification from international companies, such as Microsoft. Firms in this sector are ever improving with training in international project management and marketing.

Renaissance or Enlightenment?

Costa Rica’s Audrey Amador Top 8 in Tour of Great Britain

Andrey Amador, on his bicycle, proudly represents Costa Rica around the world. He has participated in the Tour de France and the Gira d’Italia. Most recently he was in the top 8 in Tour of Great Britain. 

He was just 1’04 over the time of the first place winner, Dutch Mathieu van der Poel. He finished with a time of 24 hours, 48 minutes and 45 seconds, making him the fastest on the Movistar Team.

The competition started on September 7 in Glasgow. He ranked 22nd the first day and 34th the second day. This Saturday was the most active day. He launched himself to compete against several top riders and improve his position.

By the end of the competition he was in 8th. Andrey is loved by his fans in Costa Rica and abroad. They will follow his career closely. He will end this season in competitions in Italy. 

Digital Transportation Platforms Like Uber Fast Tracked for Regulation

The Government agrees that Congress should process the new bill to regulate digital transport platforms through a fast track. The new text was presented on Wednesday and is listed as file 21,587. 

The plan to be expedited would require each platform driver to pay ₡90,000 annually and for customers to pay 13% value added tax. It would also limit drivers to working no more than 12 hours a day and have them register as an independent worker in the CCSS.

This newest text eliminates the charge of ₡8.3 billion for platforms that started before the law. It instead establishes an initial charge of ₡8.9 million to be renewed every four years for the amount of ₡4.45 million. 

The idea has been to foster discussion and to come to an agreement as quickly as possible so as to have a legal and regulatory framework that allows the best possible service for users and takes into account all points of view, including those of Uber and red taxi representatives.

AirBnb Versus Costa Rica

Airbnb criticized the passing of a law to regulate non-traditional hosting. It was done   too suddenly, without taking the company’s or hosts’ positions into account, states the company.

On the other hand, the deputy driving the regulations, Pablo H. Abarca, states they have been meeting with Airbnb for three years and it is the company that is not complying with promises.

Charging tax on non-traditional housing is not a new idea. In question, rather, is how to withhold it and how to have a procedure that works for all parties involved, the company, hosts, guests, and government.

We can expect many hosts to leave the platform and stop renting because the regulations are too strict and cost too high. The draft would require expenses like hiring lawyers and accountants and adapting the homes by adding ramps and other facilities.

Uber Law in Costa Rica Being Updated

The Committee on Economic Affairs of the Legislative Assembly announced on Wednesday an alternative text for the Government’s new plan to regulate Uber and other technological platforms.

The text puts the user at the forefront and safety as most important. It creates a right of operation each driver will have to pay and obliges companies to register as employers and pay taxes.

It sees the issue mainly as an employment situation. There needs to be a healthy balance with those who provide transport services. It includes the possibility of limiting the amount of time each driver can stay connected.

The user protection system includes requiring drivers to provide receipts with the cost, route travelled, license plate, type of vehicle, and full name and photo of the accredited driver.

It aims to make things easier for taxi drivers too. It would allow the use of cars over eight years old and change two annual technical reviews to just one per year. It would also allow them to agree on more competitive rates with the user.

Uber Regulations in Costa Rica

Deputies are still quite divided on the issues related to regulating companies like Uber in Costa Rica. The Economic Affairs Committee prepares a text excluding the Government’s proposal to collect signatures to compensate taxi drivers.

Many legislators also want the text to exclude the part about Uber and other similar platforms having to pay ₡8,299 million to register its operation. The Comptroller General and the Attorney General also oppose this fee. 

Another issue under discussion is how to make it easier to get a red taxi concession so that these traditional taxis can have more opportuni

ty to compete, in terms of accessibility and rates, with digital platforms.

Deputies also disagree on the issue of whether or not to charge Uber a fee to be used to better public transportation. With a couple of parties strictly against this, alternatives are being sought to make the regulation more viable.

Airbnb Resisting Regulations in Costa Rica

Airbnb resists the regulations imposed by a new law meant to regulate non-traditional lodging. The new law was approved by deputies on Thursday, September 5, in the second debate. 

Records would have to be made with the National Tourism Institute, patents developed and paid for, the value added tax charged, and electronic invoices delivered. This changes a lot for Airbnb hosts. 

The main idea behind the initiative is to level the playing field for traditional hotels and families offering room and home rentals on various platforms such as Airbnb who currently don’t pay taxes. 

Airbnb argues that they have not been heard in the debate and that putting these new regulations on hosts will force many to stop renting out their properties meaning they will lose needed income for their families and the towns’ restaurants and shops will lose tourist clients.

Taylor Morris Eyewear Inspired by Costa Rica

A luxury lens brand from Britain was inspired by Costa Rica’s nature for its upcoming collection. The director of the brand Taylor Morris Eyewear, Nicolas Dellaportas, visited the country supported by the Costa Rican Tourism Institute.

The diversity in flora and fauna captured the attention of the brand. The representatives toured wildlife reserves, beaches and hot springs. They were also impressed by the wildlife and eco-tourism sector. Sustainability is important to the brand.

While in the country, the brand held a photo shoot in Tamarindo, Guanacaste with its official models. The brand has been worn by Kourney Kardashian, Rita Ora and Pippa Middleton. 

The collection will be developed in the next few months and is sure to provide vibrant pieces to be marketed in the U.K., U.S., and Dubai. 15% of the sales will go to support the Las Pumas Rescue Center in Costa Rica.

Jamaican Brothers Arrested for Sweepstakes Scam Based in Costa Rica

Two brothers from Jamaica, ages 48 and 51, set up a call center in Costa Rica that was used to scam senior citizens out of $350,000. Both had an international arrest warrants from the International Police, Interpol, and were arrested by the OIJ.

The arrests were made by the OIJ in Ciudad Colon and Alajuela on Saturday morning at 8:50 am and 10 am. In addition to the arrests, a nine-millimeter firearm and ammunition were seized. 

The crime they are suspected of is fraud with an estimated economic damage of $350,000. The call center used software that made it seem they were calling from Washington D.C. They called U.S. citizens, mostly seniors, and told them they had won a prize but would need to deposit money to cover the insurance of the prize money, which was of course never received.

After the arrests, the men were placed under the orders of the San Jose Criminal Court since they are sought after by the United States Government.

Marina de Golfito Investors Leaving Costa Rica

Foreign entrepreneurs lost interest in their luxurious Marina de Golfito and left the country. They have taken the necessary steps for the concession to be available to other entrepreneurs. 

The National Bank financed 70% of the investment. National businessmen seek to assume the administration of the complex that has a $50 million investment and consists of a berth for yachts, restaurant, bar, gym, cafeteria, sports fishing business and five commercial stores for those with high purchasing power. 

The closure of the luxury tourist complex left 40 unemployed and put the hopes of 400 jobs being created on hold. The mayor of the zone explained that there is a possibility that it will be taken over in the next 90 days and reopened by the end of the year. 

It is assumed that part of the reason the investors left and did not come back has to due with the fact that Golfito is far from everything including the international airports so many forign tourists prefer to stay in other areas.

What To Do If You Run into a Mountain Lion in Costa Rica

Wild cats like mountain lions, cougars, and pumas, show up from time to time in the Central Valley. This is infrequent but does happen. For that reason, we should all know what to do if we see one. 

This week a cougar was seen near a residential area of Escazu. What would you do if you saw it? Many people have an instinct to either run, try to scare it away, take pictures of it, or capture it. None of these are recommended.

The authorities suggest that you seek a safe place such as a home or car, bring pets indoors, and call the Municipality, Sinac, or Minae who will follow up with an interdisciplinary approach. 

It is also recommended that you stay calm, remember that the animal is only in transit and prefers to go unnoticed and is likely afraid of people, and that engaging it can put yourself and the animal in danger.

Fine for People Being Late for Uber in Costa Rica

Uber is making a change to benefit its drivers, also known as collaborating partners. They often are stuck waiting for passengers, having already accepted the trip and arrived at the meeting point.

At that point, they are unable to accept another ride. They are just out of service for as long as it takes the customer to get to the meeting point. The app is meant to be used when the customer is already at the meeting point. 

The change is that a fee will be added for wait times over two minutes. If the client arrives more than two minutes late they will be charged ₡40 for each minute or ₡55 if using UberPLUS, or ₡75 if using uberXL.

This fee does not have a dynamic rate rather a set one. To avoid having to cancel it, be aware of notifications sent to your phone about the status of the trip and the driver’s arrival so you can organize your time.

Don’t Kick Traffic Cops in Costa Rica

A driver has been arrested and for the strangest of reasons. He kicked a traffic officer. The man, age 38, was apprehended outside the Juan Santamaria Airport on Friday being a suspect in the assault.

The traffic police officer was confiscating license plates. She was crouched down removing the front plate of a Toyota sedan car and was kicked by the driver. Three officers of the Air Surveillance Service and another traffic cop intervened to help the officer. 

Various witnesses recorded what happened with their cell phones. The suspect is clearly seen in a 30-second video recorded from the second floor. 

The suspect was transferred to the Alajuela Prosecutor’s Office, accused of the crime of resistance to authority.

The man apparently works for a technological transport platform. If a driver is sanctioned for illegal public transport the fine ranges from five to ten times the value of the damage estimated by Aresep, which can mean a fine of five to 20 base salaries.

Costa Rica Saprissa Soccer Players Were Not Drunk

12 Saprissa players became sick after being infected by Salmonella. This happened while in El Salvador on a trip through the Concacaf League. A total of 16 people from the institution were affected. 

Salmonella infection is a disease transmitted by food contaminated with bacteria. Foods that frequently carry the bacteria include veal, poultry, eggs, milk, and unwashed fruits and vegetables. 

Those affected by the Salmonella poisoning were incapacitated for eight days but are now back to training but in a medically guided way building up to a normal schedule and intensity. 

Due to the time they were sick, they had to reschedule two games. The one against Heredia was changed to October 12 and the one against the U for September 14. The team will be able to play Grecia at the National Stadium at 1 pm on Sunday as originally scheduled.

Colombian Airline Avianca & Costa Rica Flights

The new president of the Colombian airline Avianca met with Costa Rica President Carlos Alvarado and several government officials on August 27. The meeting was mainly to introduce himself and there was no specific request on the discussion table. 

His company is going through strong financial adjustments and changes. Some routes have had to be cancelled and the company has had to reduce its aircraft fleet and sell off some business. 

Dozens of collaborators departed Avianca in the beginning of the year and it has a net loss of $476 million in the first half of the year and $5,000 million in debt.  The drastic restructuring is due to this.

He assures that at the moment there are no plans for changes to operations in Costa Rica, where the company employs about 1,000 people, including crew and ground based personnel. There are direct flights between the country and Guatemala, El Salvador, Panama, Colombia and Peru and all will be maintained.

Costa Rican Film: “Here & Now”

“Aquí y ahora,” or “Here and now,” is a tico film all about love and goodbyes. The film stars Erina Libertad as Lara and Hernán Jiménez as Ernesto.

Ernesto is a biologist in love with nature as well as with Lara. Lara is a determined dancer who auditions for a company in Berlin. Meeting Ernesto makes her question the decision to leave Costa Rica. 

Lara moves closer and closer to making the move all the while rethinking her ties to her country. The soulfull film will give viewers the feels. 

The film was born two years ago as the director was finishing her film studies in France and then the American Film Institute. The director tied in feelings she herself had when leaving Costa Rica to study abroad. She remembers seeing everything in a new light and falling in love with Costa Rica. 

The film is open to all over the age of 12. It will premiere on Thursday in cinemas throughout the country.

Riteve Might Cost $1 More in Costa Rica

Riteve requests an increase before Aresep in the cost for vehicular inspections. If the request is approved, light vehicles will pay ₡15,927 instead of ₡15,532, with the value added tax included.

This increase of 2.54% would be applied as of January to vehicles under 3.5 tons. Those over that weight would pay ₡29,972, an increase of ₡520 more than this year. Motorcycles would increase from ₡10,232 to ₡10,492 and the cost for taxis would go from ₡16,758 to ₡17,183.

There were 11 years without increases in the cost of the technical vehicle review, despite repeated requests to Aresep. Then, in May 2017, phased rises started. Then the tariff gap was reduced in order to prevent road accidents due to lack of maintenance. In the first half of the year, 130,047 vehicles that were supposed to be inspected were not and another 14,075 failed the inspection.

Costa Rica Taxi Drivers to Be Compensated for Uber Entering Market?

The red mafia win again in regards to trying to keep their taxi monopoly. The Government endorses the idea of compensating taxi drivers for the entry of Uber since their families have been so negatively affected. This would happen in the case of the Legislature regulating platforms such as Uber.

This idea of compensation was agreed on Tuesday by the Executive Branch following a two hour meeting in the Presidential House. The meeting was led by the Minister of the Presidency. 

The compensation to the guild, the taxi drivers’ union, is about “the conditions of the families.” The amount of the compensation has not been made public nor have details about how it would be given out or where it would come from.

It is possible that platforms like Uber will be charged to enter into operation as well as a fee of 3% on each trip completed. A public fund could be created with that money. 

The National Taxi forum has announced a temporary lifting of the protest.

Costa Rica Red Cross Get New Ambulances

The Red Cross purchased 11 new ambulances, valued at ₡254 million. The purchase was made thanks to the Social Protection Board. The high roof microbus type emergency vehicles are a 2019 model.

The communities that will benefit from the new fleet include Orotina, Miramar, Las Juntas, Liberia, Aguabuena, Aguas Zarcas, Buenos Aires and many more. 

The emergency fleet is environmentally friendly. Each ambulance is certified by the United Nations for carbon offset for a period of 10,000 km. They have passive safety systems as well. These include ABS, EBD, and Brake Assist.

The general manager of the Costa Rican Red Cross said, “the new units are a significant contribution for the institution to continue offering a quality care service to the thousands of people who require assistance and help in the country.”

The Social Protection Board thanks those who buy its lottery tickets and support the Red Cross and 500 nonprofit social initiatives that receive contributions from the Board.

Keylor Navas Will be Missed By Real Madrid

After five seasons with Real Madrid and eleven titles, Keylor Navas has moved on to France. After just one day with the new team, it is evident that his ex teammates miss him. 

The team’s captain, Sergio Ramos, was the first to share a message for Keylor: “Good luck Keylor Navas, although you won’t need it. Your mentality, your work and your human quality speak for you wherever you go.”

Other teammates followed his lead. They said, “Thank you very much for everything,” “you deserve all the best in this new stage,” “I will miss you my friend,” “my brother Keylor…It has been wonderful years by your side and you sharing a smile every day: raining, with sun or snow,” “you are an example,” and “we will miss you champion.

Surprise! Group Trying To Bury A Narcotics Plane Get Busted by Cops

Police report surprising a group trying to bury a plane that had fallen in a desolate area in Palmar Sur de Osa, in the southern part of Costa Rica.

The surprise find was in the wee hours of Sunday, near a clandestine landing strip in the area known as Finca 20 in Sierpe.

According to the official police report, three people were arrested, two of which were Colombian nationals and a Tico.

The surprise police presence stopped the three from completing their task of buying the small plan with the registration HK 4567, registered in Colombia.

A canine unit at the scene at the break of dawn on Sunday confirmed a trail of drugs, which are believed to have been extracted from the wreckage.

2019 Expocasa in Costa Rica

The Expocasa fair was held this Thursday through today. It was not only a chance to buy homes and lots but it was also an event for the whole family to enjoy, and this includes the pets.

The event, held in Parque Viva, included an area for the youngsters of the family to let loose, playing on the inflatables. The organizers even extended a special permission allowing pets to enter the event too.

The adults were able to see great options for home and lot purchases, remodels, and gardening and insurance services. Ideally, one could leave the event having purchased a home and even contracted someone to decorate it and install “smart” services. 

The management and developers were pleased to see a great influx of visitors.

Costa Rica March for Life Against Therapeutic Abortion

Those in the March for life ask President Carlos Alvarado not to sign the norm on therapeutic abortion, a technical rule that would regulate the way in which article 121 of the Criminal Code should be applied. 

“Signing is killing,” is a slogan they used. The march began at 9 am and by 10:30 am the attendees were gathered in the Plaza de la Democracia. Some attendees explained that they believe all people have the right to live and each child is different and makes the world more unique. One said he believes every human being is welcome from the beginning of life. 

The President reiterated back in March that he plans to sign the technical norm before the end of 2019. He explained that it only allows abortions by authorized doctors, with the permission of the woman, in cases where the woman’s health or life are at risk.
