Telecommuting Debate in Costa Rica

Deputies have approved, in the first debate, a law to regulate teleworking conditions. It stipulates that the employer must ensure adequate conditions for the worker to perform their duties.

The conditions the employer is to provide include equipment, connections, programs and the cost of energy, to be agreed upon by both parties. In some cases, one may use their own computer.

The Government regulating teleworking is part of an initiative that will lead to more people working from home thus less people using cars and buses to get to work. It will aid in decreasing pollution and in decarbonization. It is estimated that this will reduce the traffic in the Greater Metropolitan Area by 24,000 vehicles a day and reduce the fuel consumed by 48 million liters a year.

It was estimated that at least half of the public labor force has the profile to work from home. The initiative will be a win-win situation which benefits employers, employees and even society and the environment.
