To Block or Not Block Banco de Costa Rica Facebook Page

Costa Rica News – The Constitutional Court is forcing Banco de Costa Rica to unblock the Facebook account of a citizen who claims to have been blocked for commenting on the bank’s Facebook page.

The bank alleges that the user has been unblocked since November and has not been blocked again.

The citizen, named Castrillo, made a public request on the bank’s official wall, asking to be “treated, received and helped in the same way” that Mr. Bolaños was, in order to fulfil his dream of having his own business. Businessman Juan Carlos Bolaños had been granted a loan for $20 million dollars for the import of Chinese cement.

When Castillo’s comment was blocked, he emailed management to express his claim. He did not receive an answer to the email sent on September 13. He considers the situation to damage his fundamental rights and filed for help.

The result was the ruling stating that “a public authority cannot validly block a user from Facebook, without there being a reason to justify it.”
