Deputies aim to eliminate the secrecy in the electrical business of the Costa Rican Electricity Institute, ICE. This has a monopoly on the electricity business and has been covered in a veil of secrecy supposedly because of competition.
The deputies point out, however, that there is no competition to be protected from and that the confidentiality of information should only be applied to activities and services carried out under a free competition scheme.
They approved, in the first debate, a bill to eliminate the secrecy. It modifies the Law on strengthening and modernization of public entities in the telecommunications sector using new wording for the management of confidential information from ICE.
Financial statements and annexes regarding income, custody, investment, expenditure, evaluation, and balance sheets would be excluded from secrecy. Details related to other parts of the company that do have competition can still be kept confidential for strategic, commercial and competitive reasons.
